is there a bolt on piece that would give me a little more horse power for about 300 - 500$ other then cold air intake

any suggestions?

if its stock i'd do a k&n, upper ic pipe with a 1gBOV so u can turn the boost up a bit

Upgraded fuel pump, boost controller, used boost gauge/pod and a used 14b with a kit should be about $500-ish I think

real boost guage, manual boost controller, free flowing filter, cut your air box up a bit, cut off that tube that is inside your intake pipe that is blocking flow, clean your intercooler out, make sure your i/c piping is all tight, new plugs(properly gapped), set your base timing, make sure all your regular maintanance is done(all fluids etc).  fix any boost leaks.

If you still have any cash left(and you should if you can do any of this yourself) get a local person to fab you up an upper i/c pipe.

Oh, and run 94 octane Chevron gas.  Most people will overlook this part when just starting out.

Next on your list should be some sort of logging software.

If I was just starting, I would spend that $500 bucks on getting the car back to perfect running condition. Syn. oil, new plugs, wires, clean out your ic, maybe change the t-belt if it hasn't been done in a while, ball joints, wheel bearings, diff fluids and condition, alternator and battery etc. Get the car back to OEM specs.

A small investment now will save you tons of money and breakdowns later. Trust me, I've been there.
