Well, if not a thermostat, blown HG.

You can always run your current thromostate but cut out the actual unit in the center, so it impeeds some flow.
This is a trick I used when trying to bring the temp's down on a potential bad HG just for sake of driving a little longer with out overheating.

ok i didnt know that about the head gasket, but yes the fan comes on, and it does seem to be when i am in stop and go traffic thats when it seems to overheat
