Hey guys,  someone was telling me that r turbos will not spool up when out of gear (neutral, or clutch disengaged) is that true? been a while since i've driven mine, but i seem to remember that they will spool out of gear, so....?

A turbo will spin as long as exhaust gases are flowing.  To actually start producing usable boost needs a certain amount of exhaust gas flow, so if you rev it up high and quickly enough in neutral, you will probably get some "boost".

i want to make it so that i can rev it in neutral and let out a big pssttttt but im thinking ill need IC piping and possibly a 3 full inch exhaust , and maybe a ported 2G manifold?

All that work just to let out a PSSHT on neutral? :)  Just get a launch rev limiter and you're set.  Or go hog wild and hit the stock rev limit...I'm sure you'll let out a pretty big PSSHH then!!!!  If any other noises accompany the PSSH, like a BANG or a BOOM, I am not to be held liable!

rev it to 6500, it'll psshhhhht!

I think mine does it at 4000 or so.

I can make my bov go on a neutral.  It's sure as hell not as loud as when I'm in gear but enough to turn some heads.  8)

yes, get a fancy SS UIC from Fraser, modified by Mr. Lore and your BOV goes "PSSSSH" just fine when i'm in neutral..

you can almost hear it over the hole i have in my exhaust. (being fixed)

my BOV makes a super loud noise if i rev it in neutral, i have a K&N and a crushed bov that's it.... and it's vented :)
..oh how i love that sound.... it's like watching 2F2F every time i let off my gas pedal haha

2Gs with smaller T25 turbo can build some boost in neutral and let the BOV go off.

And VWs with the Tiny KKK turbo actually spools up whenever you hit the gas,  I often can hear turbowhine from those VW 1.8T engine equipped cars even when they were zipping around slowly in a parking lot.

I can't actually get any boost pressure to register on the guage(Autometer Phantom), but I do hear some spooling/bov noises.

i can hit 5psi of boost at 5000rpm on my car... its a 2liter honda...  :D i dont have an intercooler so i think having less piping helps
