o2 Housing with a Welded Screamer? Benefits? Cons?

I recently found an Aftermarket o2 Dump pipe with the screamer pipe welded shut. I've heard mixed things on the performance ability of it. Some saying its good for the car and for Noise others saying it's bad for the turbo. Wondering what the verdict truly is?
If its bad i may just cut the welded section and extend it.

From my understanding the screamer pipe is directly connected to the wastegate, and is the only way for the exhaust gas to bypass the turbine wheel.

If the screamer pipe is welded shut, you would essentially have no wastegate and your turbo would not last very long.

Hmm as I expected. Best i guess to cut it and Extend it over eh?
