well I hooked up my stereo in my Reliant wagon and the subs and everything plays when the lights are off but when I flip the lights on the stereo shuts off.  any ideas?

voltage accross the battery terminals is 15 volts which seems strong to me.

My guess is that you are either not using the chassis as a ground, but a ground wire from the harness that is actually not a true ground wire ( check it with a voltmeter when lights are on)
or
Your power line (red) is not on the acc wire on the harness, but the dimmer line
or
You have the dimmer line or perm power line from the deck going to the wrong harness wire.

Ground deck to chassis, check the 2 types of power leads with all accessories on, then off using a voltmeter

U can never have too many grounds, trust me i got 4.
